Abbasbayli Mustafa Aslan was born in 1980 in the city of Ganja.
In 1996, he graduated from the secondary school No. 12 of Ganja city.
In 1996 - 2000, he studied at Khazar University Faculty of Law and Social Sciences, majoring in "International Law" at the bachelor's level.
In 2000-2001, he studied "Turkish Language" at the Faculty of Turkish Language and Literature of Ege University of Turkey.
In 2001 - 2003, he studied at the Master's level majoring in "Special Law" at the Faculty of Law of Ankara University.
In 2004 - 2007, he studied as a graduate student at the Institute of Philosophy and Law of the Azerbaijan National Academy of Sciences. In 2009, he defended his doctoral dissertation and received the degree of Doctor of Philosophy in Law.
In 2012 - 2016, he graduated from the Doctor of Sciences program at the Azerbaijan State University of Economics.
Work Experience
In 2004 - 2005, he started working as a senior lawyer at the “Standard Insurance” company, in 2005 - 2010, he was the head of the company's Law and Insurance Events Department, in 2010 - 2011, was a member of the Managing Board, in 2011 - 2014, worked as a Deputy Chairman of the Managing Board of the company.
From 2011 to 2014, he worked as a member of the Supervisory Board of Standard Insurance Georgia company.
In 2014-2016, he worked as the General Director of "ISR Auto/Toyota Baku" company.
In 2016 - 2018, he worked as the CEO of Beyli Group.
In 2018-2019, he worked as the Chairman of the Association of Azerbaijan Insurers.
In 2019-2020, he worked as an advisor to the Minister of Labour and Social Protection of Population of Azerbaijan.
Since July 2, 2020, he has been working as the Chairman of the Board of the Azerbaijan Public Employment Agency under the Ministry of Labour and Social Protection of Population.
In addition, since 2013, he has been a teacher at the "Economics and Management" department of the Azerbaijan State University of Economics.
Social activity
In 2002 - 2003, he was the representative of Azerbaijani students on education issues in Turkey.
In 2008-2010, he was a member of the Legal Committee of the Association of Azerbaijan Insurers, and in 2010-2014, he was the Chairman of that committee.
He was a member of the International Bar Association in 2010-2013.
In 2015 - 2018, he was a member of the Caspian European Club's Board of Directors, Chairman of the Legal Committee, Chairman of the Tax and Customs Committee, and General Director of the club.
From 2007 to the present, he is a member of the Azerbaijan Bar Association.
From 2014 to the present, he is the chairman of the Board of Trustees of Life Charity Public Union.
Since 2018, he has been the director of the UNEC Insurance School.
Mustafa Abbasbayli is the author of more than 50 scientific works, including 2 books, and co-author of 3 books.
