Republic of Turkey

The relations between Azerbaijan and Turkey, built on the basis of historical friendship, mutual trust, and high-level cooperation, are constantly being strengthened. Partnership in political, economic and social fields has been established and both Republics are continuing and further developing diplomatic relations in the light of these relations.

With the signing of the Cooperation Protocol between the Ministry of Labour and Social Protection of Population of the Republic of Azerbaijan and the Ministry of Labour and Social Protection of the Republic of Turkey in 1995, the initial legal basis for cooperation in labour and social fields between our Republics was created. In addition, by the signing of "Agreement on cooperation in the field of social protection between the Government of the Republic of Azerbaijan and the Government of the Republic of Turkey", "Procedural Agreement on the implementation of the Agreement on cooperation in the field of social protection between the Government of the Republic of Azerbaijan and the Government of the Republic of Turkey", "Agreement between the Government of the Republic of Azerbaijan and the Government of the Republic of Turkey on cooperation in the fields of labour, social protection and employment" and "Agreement between the Government of the Republic of Azerbaijan and the Government of the Republic of Turkey on the mutual labour activity of the workforce", these relations were further strengthened and the foundation for the creation of new partnerships was created.

On May 2022, the 10th meeting of the Joint Standing Commission on cooperation between the Ministry of Labour and Social Protection of Population of the Republic of Azerbaijan and the Ministry of Labour and Social Protection of the Republic of Turkey was held in Istanbul and the Protocol of the same name was signed.

As part of the Protocol, the Action Plan for 2022-2023 was signed between the Azerbaijan Public Employment Agency  and the Employment Service of the Republic of Turkey ("İŞKUR"). Within the framework of the signed Action Plan, information exchange on best practices in the field of electronic database and electronicization of employment institutions, "lessons learned" from the crisis caused by the COVID-19 pandemic, active labour market policy and useful measures implemented to ensure the employment of people belonging to socially vulnerable groups and people who have been unemployed for a long time, as well as organization of mutual study visits are planned.
